Shipping is part of the EU Emission Trading System (EU ETS). The EU-ETS system gives companies financial motivation to keep lowering their greenhouse gas emissions. An alternative to imposing GHG fees is using a cap-and-trade system based on well-known market processes. Allowances, or emission rights, are needed to release greenhouse gases (GHG) properly. A single EUA can buy one metric ton of GH emissions on the free market. When the EU issues EUAs, it uses a specific cap to keep the price at a level that makes lowering greenhouse gas emissions and selling unused EUAs worth it.

According to EU-ETS rules, a “voyage” only includes getting from one port to another. Suppose you are traveling from outside the EU. In that case, you need to think about the part of the trip from the last port before entering the EU for EU ETS emission monitoring.
The rule says that a port of call is any place where a cargo ship can stop to load or unload goods. For boats to dry dock in an EU port or use the Kiel Canal as their only route, it would not cost the EU anything regarding ETS emissions.
